I ask you, is this healthy?
Remember this? Besides violating about 14 different HOA policies, this is down right disgusting.
If you were a dog, you’d voice your disdain as well.
I’ve tried everything I can think of to gently nudge them to fix the problem. I suppose I have to bring out the big guns. I have an idea of my next course of action. Any suggestions?

I know what you mean....I constantly remind my son of the fact that his dogs are his kids and in the absence of any real human children, he should have plenty of time for them. i am not ready for grandchildren of any sort whether they are canine or human...so he needed to get on the stick and take care of his responsibility or I told him I would turn him in...he knows im a woman of my word :)
Time to involve the homeowners association. Or the local animal protection society...
I thought that this is exactly what homeowner associations were about? And shouldn't they be checking back frequently?
Definitely contact your local animal protection agency.
Freedom is only freedom until it infringes on the rights of others. Shame shame on the neighbors. Sometimes our attempts at diplomacy are lost on the weak minded. Just lay it out on the line with the neighbors...they may hate you or they may be mortified that someone had to treat them like the pre-schoolers that they are, rectify the situation, and spend the rest of their neighborly existance kissing your behind. Maybe your neighbors and my tenant in Upper Marlboro are relatives. This is extactly what the back of my rental property looked like when BIL1 and I went to clean it up the other day! What a F...ing mess. I think this is what did my knee in! Good luck! I hope the animal protection people do something about the care of the dogs!
report them to animal welfare. It's horrendous how some pet owners treat their pets. I bet they wouldn't like living like that.
